VACANCY FOR THE POSITION OF FINANCE MANAGER

  • BACKGROUND.
  • The Lesotho Lowlands Water Development Project Phase III (LLWDP III) invites applications from suitably qualified Lesotho nationals for the position of Finance Manager.

    • OBJECTIVE OF THE ASSIGNMENT.

    Under the direct supervision of the Project Manager, the incumbent shall oversee financial management of the LLWDP III through establishment of systems for financial controls, expenditures, reporting and budget monitoring.

    • PERFORMANCE AREAS.
    • Develop systems to ensure adequacy of financial controls for maintenance of proprietary and proper accountability of expenditure.
    • Initiate authorization of financial transactions through securing adequate supporting documentation, ensuring that all transactions are booked to the correct budget lines and as per the relevant policies and regulations.
    • Facilitate budget preparation for the LLWDSP III activities to secure adequate funding from the GOL and development partners for implementation of the project activities.
    • Monitor budget utilization to ensure alignment of expenditure with the Annual Workplan & Budget.
    • Prepare project financial books in liaison with the financiers to ensure compatibility with the latter’s reporting mechanisms.
    • Prepare timely, reliable and periodic financial reports as per the financial regulations of the funding agencies and the Government of Lesotho (GOL) for the Project Manager’s clearance before submission to the development partners and GOL.
    • Establish systems that track financial status and performance to identify areas of potential improvement.
    • Facilitate remittance of taxes to the relevant authorities as per the statutory requirements.
    • Prepare financial statements and supporting materials for auditing of the project financials.
    • Liaise with financial institutions for relevant finance-related matters regarding the project.
    • Establish computer-based monitoring systems for expenditure.

    • DURATION

    The duration of the assignment is three (3) years.

    • QUALIFICATIONS & EXPERIENCE

    Chartered Accounting (CA), master’s degree in either Accounting, Business Management/Administration, or Finance with a minimum of 5 years’ managerial work experience; and 8 years’ professional work experience in the accounting field.

    OR

    Bachelor’s Degree in either Accounting, Business Management/Administration, or Finance or General Accounting (GA) with a minimum of 7 years’ managerial work experience; and 10 years’ professional work experience in the accounting field.

    NB: Having knowledge of financial management processes with an international finance institution and that of the Government of Lesotho is an added advantage.
